Can I offer novenas for the continued holiness of the clergy?

The answer is yes! Offering novenas for the clergy’s continued holiness is a beautiful gift. A novena is basically a nine day prayer of petition to God, which is usually offered through the intercession of a saint. The oldest recorded novena was made by Christ, when at His ascension to Heaven, sent His apostles back to Jerusalem to await the coming of the Holy Spirit on the first Pentecost.

You can get the novena directed to the Holy Spirit, and other novenas published in a book format at a Catholic bookstore, or posted digitally for free on the Internet. A great site to find novenas is EWTN's site. For free, EWTN has posted the novena to prepare for Pentecost, and other interesting novenas. Here is the link: Novena Prayers. Lastly, to learn more about novenas, read CATHOLIC ENCYCLOPEDIA: Novena for more information.
