Dear fellow Floridian,

When I see the flag of the State of Florida flying over the Old Capitol, my
heart fills with deep pride for our great state and humble gratitude for the
people who call it home. 

Florida is the envy of the nation for its beauty and quality of life, but it
is the people that make us truly great.  Floridians come from every corner
of the world and every walk of life.  Our diversity defines our character -
bold, generous, strong, compassionate, optimistic and enterprising.
Together, we share a common bond - a deep love for the paradise that
surrounds us and a genuine desire to make life better for our children and
grandchildren.

Our shared vision has been achieved in many ways - rising student
achievement, a vibrant, growing economy and a cleaner, healthier
environment.  We have improved care for the most frail and vulnerable among
us, especially abused and abandoned children, persons with developmental
disabilities, the elderly and the poor.  Taxes are lower and government is
smaller.  Once neglected neighborhoods are being reborn and rural
communities are coming to life.  Opportunity is born of the freedom we enjoy
and the dream of a better tomorrow is a reality waiting to happen today. 

As I said on the day of my inauguration in 1999, you have honored me beyond
measure by asking me to lead Florida forward into a new millennium.  I am
forever thankful for the experience and opportunity to serve you.
